On June 17, 1967, Allen was wounded in an enemy mortar barrage and was returned for fifteen months of hospitalization that included amputation of both legs below the knees and many other surgeries. His political service began in 1979 when he served as a special assistant to Texas Governor Bill Clements until 1981. Between 1989 and 1993, he served in the President George H.W. Bush Administration as the Assistant Secretary for Veterans Liaison and Program Coordination and Director of the National Cemetery System in the U.S. Department of Veterans Affairs.
Allen is the author of several books detailing his experiences. His autobiography Wounded Soldier, Healing Warrior, contains a foreword by Ross Perot.
